Which output format should I pick?

MP3 keeps the file small and plays everywhere — right for ringtones and sharing. WAV is lossless and better if you will edit the clip further in another tool.

Does trimming re-encode the audio?

Yes — the selected range is decoded and re-encoded. For MP3 output that means one extra lossy pass, which is why the default bitrate is 192 kbps. Choose WAV output to avoid it entirely.
